Threading is not a very popular hair removal technique in the west. The procedure, involves wrapping unwanted eyebrow hairs with a twisted thread, and pulling them out by the follicle. Threading has been featured in fashion magazines like Vogue, but now threading practitioners are imposed fines by California state for practicing threading without license. In California, threading is not a part of the state-mandated cosmetology curriculum at beauty schools. Despite the controversy over licenses, threading has no serious side effects, and the state has received very few consumer complaints. The Professional Beauty Federation of California, is not opposed to threading but is opposing a bill, yet to be passed as it would allow threading practitioners to use scissors without a license. Lobbyists are trying their best to get the bill passed.
